Virginia House Bill HB-1927 Antique Car Plates

At the January Meeting, Brent Tyree told our club about possible changes that would badly hurt Antique car owners in Virginia. Virginia House Bill: HB 1927

I wish to inform you about HB 1927. Delegate Morgan Griffith, [Virginia] House Majority Leader sponsored this legislation for us. This bill is intended to change the antique vehicle registration so that there will be no misuse of antique plates. I’m sure you know that Delegate Marshall surprised all of us last year with a bill that would have changed antique registration in an attempt to end the misuse of the plates. That bill was officially killed on December 8th. We have heard that Marshall is going to sponsor another bill this session. We have heard that this bill will include inspections and annual fees for antiques. When the bill is introduced I will email you. There are three items in HB 1927 that I wish to discuss.

  1. First is – Except for vehicles for which license plates are issued pursuant to subsections B and C, all license plates issued under this section shall bear the legend: “LIMITED USE.” This was an error made by Legislative Services. It should read registration card not license plates. It should be amended in committee.
  2. Second is – G. Use of a vehicle bearing license plates issued under this section other than as specifically authorized in this section shall be punishable as a Class 3 misdemeanor, and the Department shall refuse to issue license plates under this section for any such vehicle for five years. This needs to be rewritten so that the owner cannot register the vehicle as an antique. It should also be amended in committee.
  3. Third is – the removal of pleasure driving. Delegate Griffith’s office says this is to insure the bill gets out of the Transportation Committee. This bill will be amended – most likely in committee and again when it is out of committee. We have decided to trust Delegate Griffith on this. It is not uncommon for bills to be amended.
